I think Russia blew this deal three ways: First, the price is too high, 50M eu. Second, Russia did not present the Angara Klipr variant, and did not present the case for the use of the Klipr with the Ariane 5. Third, Russia did not sufficiently present the lunar variant of Klipr, which is unnecessary, as they have already shown it at MAKS.
My assumption is that the CEV team will be making their own pitch soon.
It is still too early to say who might "win", if either CEV or Klipr.
In any case, satellites still have the highest priority for Europe, as is shown by the budget descisions.
My assumption is that the Europen plants would be the same as for Hermes. Finally, Russia also never broke down the work by European country. My guess is that any deal will have to ensure independent European manned access to space.

ESA also cancelled Hermes
