Without the breeder, the uranium supply will run out fairly soon. There is just not enough uranium to power enough reactors in single-neutron mode. Only dual neutron mode (breeder) can extend the uranium supply enough to be a significant source of power for the World as a whole. Breeders are entirely different animals and require power densities that make meltdowns far more likely.
