Seems a little high to me...
How much could it cost to dredge and back-fill the entire city? caterpillar makes dredging equiment that could move enough earth in 1 year to build the entire city up a good 10 feet or more...
Entire areas need to be condemed and then earthen levees built -via dredging equipment.
The dredging equipment in the process could be used to build broad-deep canals that could enable water to drain from the city naturally. Eventually the canals would silt in naturally and the silt could be used to raise other parts of the city.
That really shouldn't cost more than 1.5 Billion in my opinion...
I think we the taxpayers are being ripped off.
