Yes, I see he is charging 99 dollars for his transmission of your message.

The problem is he gives little data on how he is transmitting. A 16 foot dish is very small and unless his output is thousands of watts I doubt anyone at Saturn let alone Alpha Centuri A would be able to receive it.
