Fact is GPS has never been degraded, except for attempts at jamming (thanks to French and Russian firms) and probably never will be. Bill Clinton had it right when he called it a National Treasure. I still think the Europeans are being hysterical at best and paranoid at worst. After all, degrading GPS is a two-edge sword.

Be that as it may, I agree with Larry J. The Europeans can spend their money on whatever they please. Just don't expect me to be as excited about it as I am about their more scientifically satisfying accomplishments as their Mars and Titan probes. Hey, who's going to build a replacement for SOHO?
