And because the oversight has been lax under "national security" guidelines, he is now passing the buck saying there was no oversight for it's employees. Says it's the Office of Personnel Management that's to blame. Hell, as long as YOU pay your taxes for the defense contractors; they'll find a way to line THEIR pockets! And every president since Reagan has asked the American public for MORE money for defense and they are getting it and squandering it. Talk about feeding at the trough!

Rumsfeld in front of the House Appropriations Committee stammered;
>"As you know, the Department of Defense really is not in charge of its civilian workforce. It's the OPM, or Office of Personnel management. We have been trying to hire CPAs because the financial systems of the department are so snarled up that we can't account for some $2.6 trillion in transactions that exist. And yet we're told that we can't hire CPAs to help untangle it in many respects."

Why haven't they put IRS auditors on this long before this?
