It's been officially established as a Known Fact (tm) by the Left that Bush never gave a single thought to terrorism before 9/11.

If he had, in fact been responsible for establishing a data mining operation on terrorist-connected information flow (love the loaded term "domestic spying") then that would mean he was working on terrorism before 9/11.

I'm going to assume, of course, that you never actually read the paper linked, and that Truthout's smooth slide from the small pieces of information in the "declassified paper" to Risen's anonymously-sourced book wasn't noticed.
