I think a Saturn-Phoebe orbiter would make a lot of sense

Saturn has caught for us a KBO in a convenient gravity well. A Saturn orbiter with a Phoebe emphasis could get much more observation time than any KBO flyby, with the added benefit of other targets in the Saturn system. It could even drop penetrators on Phoebe and come back every 2 months to collect data.
