Yeah, but raising the alert level in response to ObLs tape would
(1) give credibility to him - not that he shouldn't have some credibility for pulling off 9/11, but Bushetal don't want to admit he might do what he says
and
(2) be an admission that the war on terror hasn't been particularly successful
A really big attack on the scale of 9/11 might be tough to pull off (but Iwouldn't bet to heavily against it), however a large number of smaller attacks would be a cakewalk if terrorists decided to go ahead.
