From all I have ever heard from military officers who've been there and worked reconstruction issues, from what I've read in other publically available reports to date (e.g., from GAO or DoD/IG), and from what's been written in other books/articles even by war supporters, I doubt very much you'll find that NYT article is far off what the report actually says.
I have yet to find anyone in a position to know who'd disagree with "hobbled from the outset", unless it was because they wanted to use more colorful language....
