Great info. Some project teams are less effective than others. And sometimes, like with TPF the technology available is not quite yet up to the task.
Agree with the other comment that crewed programs REALLY needed this type of program management. Problem is...the bigies like ISS have much more of a human political component, something minimal in the pure science programs.
