Satire. Bush WAS blamed for the Katrina disaster,
on the grounds that the levees should have been higher. Bush was blamed for the Iraq war, despite Saddam Hussein's posturings and vascillations.
My point is that Bush, like everone else, is dragged along by circumstances over which he has little control.
