That's not the half of it
The Texas acheivement was a sham from the beginning.
Failing pupils being moved around or expelled from the system to make the numbers look good is not a long term solution.
Poor districts under NCLB dont get more money (unless I have it wrong) - they are under the gun to get less money and even have underperforming schools closed.
