"Force" could mean regulation, or it could mean that people are forced to decide based on what they can afford. The physics is inescapable. Myself, I take publc transit, even though I'm suspicious that it's really more energy efficient since the buses and trains are half-empty most of the time. Plus they don't include replacement costs in the fare, and are always lobbying the government for huge cash infusions to buy new buses, etc. I would prefer a nice fully enclosed single-seat recumbant motorcycle for all-weather driving, especially if it cost half as much as a sub-compact, was just as safe, and got 100+ mpg fuel economy. If the option were available I would switch instantly.
A decent-looking all-weather motorbike doesn't exist in north america. I'd expect something like this:

The Monotracer is actually larger than it appears in the photo. Other websites show the Monotracer with a different paintjob, and I have to admit it's ugly. It's as big as a full-sized sedan, and appears grotesquely oversized in the ass, with an ugly bulbous windshield up front, and handlebars instead of a steering wheel. If they made it shorter, single seat, no bigger than a motorbike with a fully-enclosed windfairing and a cool metallic grey paintjob and dark tinted glass it would look hot. But only amateurs have built them thus far, so that's what you get.

Depends on your definition of "force"
