Oh quite the contrary...
Bush is showing the Iranians that if they are serious about peaceful nuclear energy then the US will help them: Just as the US is helping India and Pakestan.
Of course the Iranians want nothing to do with a "peaceful nuclear program", so this brilliant Bush initiative is really aimed at other nations who might be serious about developing "peaceful nuclear technology".
