If someone finds a piece of Columbia, do they still have to turn it in to NASA?

I am guessing yes, because it is still property of NASA.

The reason I am asking is that this time next week I will be camping at Lake Sam Rayburn, where much of Columbia fell. The lake is really low right now. In the past, when it has been this low, I have found arrow heads and large pieces of petrified wood. With my metal detector I have found coins and other things.

After a couple of years in the lake, would I even be able to recognize a small piece of Columbia?
