I doubt it- if you talking about the few billion in aid. If you mean, the US giving into arab pressure and basically preventing all trade with Israel- yeah ok, I'll buy that. But sanctions are passive form of warfare.
But Israel was kicking butt, before US started giving foriegn aid to it. If US wasn't giving aid, the middle east conflict would be probably been resolved already- with Palestinians with a state and on the losing side of things.
