On the internet, "where" is a nebulous concept. Sure, you might know physically where an individual PC or node is located, but to understand virus transmission you need to know the why's and when's of connectivity, which is a rapidly fluctuating thing - who logged onto what and when, who received what email from where, and what was the REAL ip address of the transmitter.
Sounds like a police state, to me...
