Primordial black holes (PBHs) are not created exactly at the horizon mass,
but rather at some fraction of it. Numerical results show that this fraction is
a power law of the overdensity above threshold, which can imply an arbitrarily
small mass for the PBH. We show that from entropy considerations, this cannot
be true, and that there is a minimum PBH mass.
