Apparently a Russian idea
Hi Raoul
Love this idea. Geoff Landis is the most recent revivalist, but it's an old Soviet Russian idea. They imagined lots of floating cities in the atmosphere.
Landis makes some good points in his article, the chief advantage being that Venus has resources just a few kilometres away, unlike free-space or asteroid colonies. And Hohmann transfers to asteroid mining bases - which will doubtless be needed eventually for water - are more frequent and quicker to/from Venus than Earth or Mars.
