Consider their launch rate

It isn't all that surprising when you consider that perhaps only 2 or 3 cosmonauts get to fly a mission in any given year and that mission will last 6 months. With that launch rate, how many cosmonauts do you think they need? Now, if they start flying more missions, then they can justify expanding their cosmonaut team. It doen't make much sense to keep more of them than they need.
