This should help
Go here http://ssd.jpl.nasa.gov/horizons.cgi#top and change the location to see if the RA & Dec come close for your location at a given time. Granted, the C fragment could change course from further break-up but the source should be reliable.
Looks like it will be 8pm for me tonight for closest approach with 3 seconds in dec difference from M57. A little early for viewing but must give it a try.
