No, I dont think so... I honestly see no reason to read anything political into it.
Seems to me to be just another manifestation of the odd tendency some people have to believe in some sinister all-powerful conspiracy... I remember the conspiracy nuts claiming that Clinton was planning to use Y2K to declare martial law and make himself permanent president.
I have also heard that some people are convinced the government has installed cameras in every TV set that is sold...
