They've been passing bills and doing things almost guaranteed to piss their voters off.
As far as emigration is concerned, Bush started the mess when he thought he had a great way to lock in some latino votes. Turned out it was more of a hot button than anyone expected. Now everybody is screaming for ACTION on emigration (but without a lot of agreement on what exactly they want). It is now a time-bomb that the Repubs are trying to figure out how to defuse.
I would guess that no legislation on this will be sent to the president till after the election. But I bet we will hear something about anti-gay marriage, English official language, some fluff about the national anthem, motherhood, apple pie, evil terrorists, etc.
BTW, I hear one or two Democrats are running, too. They have no Democratic bills to vote for. They can't even get an amendment accepted.
Although I'm sure they aren't very anxious to do almost anything to get the House back. Like jamming get-out-the-vote telephone lines?
