Who says this hypothetical being who "saves" other worlds is divine in nature?
Maybe he's "just" an advanced ETI who likes to fly around the galaxy
"saving" primitive races.
How hard would it have been for a starfaring culture with sophisticated
technology to convince a bunch of humans 2,000 years ago that he was
a deity with supernatural powers? Probably not much more than it would
be in much of today's world.
Obviously they don't have the Prime Directive in his civilization, or he's
a rouge. Then again, the Preservers and the Monolith ETI in 2001 didn't
worry about helping the talking monkeys on Sol 3 get a leg up on things.
