Is having astronauts in the loop ultimately safer?

From a friend who worked for Starsem, Jacques Bouchet:

An engineer from ONERA was asking himself about the positive or negative usefulness of the "man in the loop" in several processes such as flying engines (planes or rockets). He deduced that man, generally, reduces the reliability of the control loop, except in cases relevant to fuzzy logic (like the pilot deciding to land somewhere in a hurry because a passenger has a heart attack, risking the lives of all the other passengers).

I read somewhere that NASA is considering using the same Lunar Lander platform for payloads as for astronauts...Looks like astronauts will be more passengers than pilots.
