The difference
Shuttle is an under-powered little runt compared to ISS. It can provide only a few weeks worth of research runs. It never had equipment nearly as capable as that that is sitting frequently idle on ISS.
To discover something new on earth takes years. Admittedly, in space there is a lot of low hanging fruit. But you can't count on all the fruit, nor the best of the fruit, being on the lowest branch.
