As a quick reading of the Constitution will attest, the President has no power to spend. That power lies with Congress.
This bothers me the most. Using congress as a scapegoat is an unnecessary, pathetic copout.
The US economy was on the brink of recession when Bush took office. It was pushed over that brink by 911. Anyone can balance a budget if revenues are swelling, even Clinton.
