Iraqi insurgents seem to want peace.

After receiving Prime Minister Maliki’s reconciliation plan, many domestic insurgent groups (eleven so far) make a proposal of their own. The fact that these fighters ask for our troops to leave within two years seems to show that they are serious about this. If they weren't serious, they would be demanding an immediate pullout. This sounds like a plan we can work with. Below is my outline of how things could unfold:

*Get the groups involved to agree to an immediate cease-fire.

*If the cease-fire holds for two months, then we would begin releasing some of our prisoners.

*After six months, insurgents would begin to disarm and turn over weapons to the Iraqi police.

*Once we begin to see that they were serious, troops would begin pulling out of Iraq. By this time, the Iraqi government should be significantly stronger than they are now.

The insurgent groups could show their good will and begin this process by helping the Iraqi government locate and deal with the radical islamic fighters. IMO, if the bulk of the insurgency were to stop fighting, the speed at which the Iraqi government began tightening its grip on the country would be greatly accelerated.
