Look for the psychological
From a purely tactical or maximizing of casualties point of view, there may be better targets than a tunnel, but for terror effect, especially with one of NYCs landmarks, this would be highly effective. No one anywhere in the US would ever enter a tunnel again without a feeling of unease. There's something about being helpless under water that's spooky enough already, even under ideal conditions.
