Cuba did have their one and only cosmonaut in 1980 as part of the
Soviet Union's guest cosmonaut program.

Q: Why were the Cuban cosmonaut's hands red?

A: Because every time he went to touch the controls, the Soviet cosmonaut
slapped his hands so he wouldn't take over the Soyuz and defect to the USA.
