I find this hard to believe.

I watched and listened to Carter give his speech to the Cuban people, while it was being transmitted by Cuban TV, and I later read his text, and had a chance to study it carefully. I don't think any Cuban Communist is going to be extending any invitations to him to come in and run the country for them.
