One has to connive to conceal. If one talks to anyone else about getting the story straight, it's conspiracy.
I reject the assertion that 911 was a government conspiracy, though it was plainly a conspiracy among the perpetrators.
I think that the assertion that certain government agencies may have conspired after the fact to conceal their inept response to the attacks has merit, especially when the assertion is derived from the 911 Commission report. Future security relies on reporting the true events of the aftermath, regardless of the political fallout, so that the mistakes of the response can be corrected. If government agencies cover up their errors, it will impede correction and endanger the public, whom the Chief Executive took an oath to protect. To cover up errors of this nature to avoid political embarrassment and partisan losses is an atrocious way for public servants to serve the public.

re: Ineptitude is not conspiracy, but cover-ups, even of ineptitude and ineptly, are indeed conspiracy.
