I think the point is the same as the fellow in your citation. Planes are very fragile, and a determined person could do a lot of damage. Two determined people sitting side by side, one next to a window, could do it more easily.

The more hate Bush generates, the US generates, the more determined will be the terrorists. Being absolutely ruthless hasn't created security for Israel to the level they would like.

(Actually, they use anything as an excuse to make life miserable for the Palestinians, who are fighting extermination.)
