Indeed - during the COTS pres-con a few days ago - someone asked "if COTS can provide Manned access to ISS and cargo access to ISS - what do you need the CEV for?"

The panel mumbled and murmoured and mentioned things like "well, the CEV is designed to go to the moon" And I can see their point there - but the price difference is getting on for an order of magnitude.

Unfortunately they did not go as far as to say how MANY Cev's they planned to build with the $3+B

But - and this is again..big 'ifs' time

If COTS can provide crew and cargo access to ISS for a fraction of the cost of the CEV...it will raise serious questions about the two big players in the space access business ( LM and B ) in the same way that a succesfull Falcon 1/5/9 will raise questions about them (of course, the two are related with the F9 being part of COTS )
