Kardashev Civilizations
Type I — Power generation of approximately 10E+16 Watts (planetary-scale power).
Type II — Power generation of approximately 10E+26 Watts (stellar-scale power).
Type III — Power generation of approximately 10E+37 Watts (galactic-scale power).

Some people have dubiously proposed that Dyson spheres could be constructed to collect all the power available from a star. If a Type II civilization colonized a whole galaxy, doing the same thing to all the stars in a galaxy, it would achieve Type III civilization status.
There is another way to do this in theory....
Equation 2, found in my paper entitled Black Hole Inflation Hypothesis describes the blackbody power output of a black hole. The smaller a black hole is, the higher the power output.
The power output levels of a Kardashev Type III civiliation are briefly achieved by a 2 milligram black hole, constructed by firing 10E+24 protons, or equivalent mass, into a spherical volume of space 2.95E-30 meters in radius, simultaneously. The resulting event horizon would convert 100 percent of the matter stream into a 10E+37-Watt pulse of radiation lasting 6.6E-25 seconds.
Such power conversion machinery is way beyond us. And it would still have a system-level efficiency below 100 percent, due to the means of forcing matter into a small volume, perhaps particle accelerators. If we ever achieve this pulsed-power energy conversion, we might consider ourselves to have reached Kardashev III.
Achieving the technology of a "Kardashev Level" civilization
