Anybody heard about the latest Democratic proposal?

Just curious what your opinions are.

Its looking more and more like they WILL WIN THE HOUSE.

Although the Senate is still firmly in Republican hands...

So does anybody think the proposal has a chance in haities of passing let along getting a Bush signature?
