The North Koreans had nuclear tech long before Clinton made that deal. That's WHY Clinton made that deal. Whether or not the deal made it easier for the North Koreans to access nuclear material is another question, but it's obvious that had Clinton never made the reactor deal at all, the North Koreans could still have proceeded with their bomb program, and would have.
