An alternative definition, which certainly applies in Rumsfeld's case, is someone without management or business responsibilities who is hired because of his political insight and connections.
This does not prove Eric's thinly-veiled allegations, but it is certainly not inconsistent with them. It also illustrates my suspicion that government and business are not the adversaries some may want us to believe they are, but often work together to their mutual benefit in order to evade both market and electoral supervision.
