Wonder what "collapse" would look like.
Probably an army and police force infiltrated by the badguys, a ministry such as the Ministry of Interior with a police force torturing and killing members of a religious sect, an inability to control vast areas of the country, and rampant corruption.
Maybe a government held in place and power(?) by an occupying military force. Government officials living and working in a heavily secured area because it's unsafe for them to go out into the countryside.
That might be collapse.
