Couple of thoughts. Blinking doesn't count as seeing something "twice". I know, I know, it doesn't seem fair, but it is convention.
And drinking enough to result in seeing double doesn't really count as seeing something "twice". I realize that if one is driving in that state one MUST avoid both cars, and yet it's only one car, one sighting.
