Part IV in particular, but I haven't gone over all of it. Seems to be a discussion of history mostly, but some good points.

Frankly, as I go over it, I'm finding that this paper contains a lot of information, and deserves a hell of lot more attention and analysis than I have time to give it, so I'll just leave it up as is.
