During the Bush administration, games and hypothetical plans like this have been used by the Left as "proof" that Bush plans invasions of various countries.

If they are consistent (fat chance), a 1999 plan of this kind should indicate to those same loopy people that Clinton was actually planning to invade Iraq!

But seriously, the plan, as I am reading it, was NOT one for "regime change." The hypothetical situation in this game assumed that something not of our making happened to Saddam BEFORE any American action, and that the American action was required to stabilize Iraq in absence of its leader.
