Wasn't there some idea to use a "paving machine"?
I seem to remember someone coming up with idea to roll something over the surface that baked and and sealed with heat. If you have a base camp, that would at least mitigate the dust in the immediate surroundings. Of course you would still have to deal with dust whenever working the lunar surface, so tools like the magnetic sweeper would still be necessary.
