Note that chaffee has already lost his election. So why stand up now and block Bolton? One read is that since he doesn't have to worry about retaliation, he's doing what he thinks is right. But his 'cash out' stage (where former politicos get cushy jobs and speaking fees from the lobbyists they serviced during their career) could be impacted by this. Like I said: hard to read.
