Drudge: "China Sub Stalks USS Kitty Hawk." Why is this news?

During the Cold War, it was routine for Soviet and American warships to shadow each other all the time. Usually, everyone knew they were there, and everyone knew the reasons.

Assuming this story is true (no link yet), I don't see this as unusually provocative. Am I wrong?
