Holy crap what a terrible write up!
The Bilham paper mentioned is specifically referring to quakes ocurring in the Himalayas, not some general voodoo "the Earth is ripe for earthquakes this month!" nonsense. The Nature article appears to be arguing that tectonic strain stored in Tibet also plays a role in generating Himalayan quakes and that there are M 8.0+ quakes there on 500-1000 year time scales. Nothing obvious at all about the region being ready for such a quake in the short-term. And of course, a M=8.0 quake would hardly be a not-in-1000-years event given the M 9+ Indonesian quake in 2004.
