We had terrorists harbored in a nation friendly, or at least indifferent, to terrorism. This is still the case in Somalia, Pakistan, and other places.

How would you take them out? Without violating your incoherent opposition to pretty much any action that would be effective?

I honestly am running out of ways to ask that question, although I doubt you are anywhere close to running out of ways of avoiding it.
