Why the Heck does NASA FUEL up Shuttle with 30% Launch Probability?

Do they need the practice? What a waste of Time/Effort and if the weather is a no-go, scrub the launch. Like, is there gonna be a hole in the cloud deck and ZOOOOOOOM, they launch? waste of bucks BIG TIME!!!!!
