They've put a requirment on for 6 up/6 down from ISS for the CEV, mass around 25 tons.
That leaves the CLV as the only possible launch vehicle, and the plan is to gove CLV highest priority - developed by the time W. and Griffin leave office - sort of a facts on the ground approach - eliminate any opposition from Boeing or Lockmart
